About CADF

The Central America Donors Forum (CADF) is the premier networking and learning space to advance philanthropy and development efforts in Central America. Each year, the Forum brings together over 400 leaders from business, philanthropy, government, and civil society to discuss priority issues and successful models of development, and explore co-investment for social impact.

CADF 2020: Reinvention & Resistance in Times of Crisis

The COVID-19 pandemic has exposed many of Central America’s historic vulnerabilities and inequities. Healthcare, economic and governance systems have all come under scrutiny. The crisis has exacerbated existing inequalities between economic classes, racial groups and genders. As we consider a post-pandemic Central America, is the region prepared to tackle these challenges head on, fall back on the status quo or resort to authoritarian solutions? What role will civil society, the private sector, governments and donors play in proposing a new direction for the region?

A New Economic Era
The pandemic has devastated Central American economies and highlighted the profound economic inequality that has characterized the region for decades. Economists project Central America will experience negative growth rates with an increasing public debt burden in 2020. The pain will feel particularly acute for those dependent on public services, such as transportation, education, and healthcare. Lacking support from underdeveloped infrastructures, people are harnessing emerging social movements to demand governments provide basic human rights. With over half of the labor force employed in the informal economy, and women representing an even larger percentage, at-risk groups are shouldering the heaviest burdens. How will these factors influence the decision to migrate? Amidst record unemployment levels, what role do businesses play as they weigh bottom lines against the health of their employees and customers? In the context of a global pandemic, what measures can make economies more inclusive, increase public services for the poor, and reduce social and economic inequalities in society?

Autocratic Temptation?
The pandemic has resulted in major dislocations and disruptions for all Central Americans. Normal activities like shopping, visiting family and attending sporting or religious events remain severely restricted. It is not surprising that fear and uncertainty would abound in the midst of chaos. The natural desire for order and consistency has led some to seek autocratic solutions and greater concentration of power. But heavy-handed enforcement, often through brutal and targeted policing, has violated basic human rights. Striking the right balance between a public health policy requiring limitations on movement and criminalizing protected behaviors poses an enormous challenge. What role can civil society, independent journalism, legislatures and justice systems play in protecting against violations of due process guarantees and strengthening checks on democratic power?

Intersections of Inequality
Gender, racial and youth inequality are deeply ingrained in the economies and cultures of Central America. According to the Social Progress Index, opportunities for women in the Northern Triangle rank in the bottom half of the scale, while gender-based violence rates run rampant. Racial and ethnic discrimination against excluded groups remains embedded in the structures of society, yet is rarely denounced by those in power. Access to education and employment is slipping out of reach for a new vocal generation of youth, catalyzed by their criminalization and marginalization to organize and demand social progress. Nonetheless, reliable data necessary to fully understand and analyze the scope of inequality is seldom published. Amid these intersecting issues of inequality, the pandemic has simply brought to light their mutually reinforcing nature, and further illustrated how these growing inequalities impact every aspect of life in Central America.

Reinvention & Resistance Awards

During CADF 2020, we will select two outstanding Central American civil society organizations to receive a $10,000 grant each in support of their missions and communities during a tumultuous year characterized by the ongoing global pandemic and unprecedented political, economic and social challenges. The Resistance Award and the Reinvention Award pay tribute to CADF’s 10th anniversary and to the persevering reinvention and resistance of civil society in the region. The open call for proposals will span July 28th to August 16th.

El Foro

El Foro Centroamericano de Donantes es el principal espacio de redes y aprendizaje para avanzar en los esfuerzos de la filantropía y el desarrollo en Centroamérica. Desde 2011, SIF reúne a cientos de líderes cada año para discutir temas prioritarios y modelos exitosos de desarrollo y explorar la coinversión para el impacto social.

CADF 2020: Reinvención y resistencia en tiempos de crisis 

La pandemia del coronavirus ha expuesto muchas de las vulnerabilidades e inequidades históricas de Centroamérica. Los sistemas sanitarios, económicos y de gobierno han sido objeto de escrutinio. La crisis ha exacerbado las desigualdades entre clases económicas, grupos raciales y géneros. Al imaginar una Centroamérica pospandemia nos planteamos: ¿Está la región preparada para hacer frente a los desafíos venideros, se apoyará en el statu quo o recurrirá a soluciones autoritarias? ¿Qué rol jugarán la sociedad civil, el sector privado, los gobiernos y los donantes al proponer una nueva dirección para la región?

Una nueva era económica
La pandemia ha devastado las economías centroamericanas y ha destacado la profunda desigualdad económica que ha caracterizado a la región durante décadas. Los economistas proyectan que Centroamérica experimentará en 2020 tasas de crecimiento negativas con una creciente carga de la deuda pública. El impacto lo sufrirán especialmente quienes dependen de los servicios públicos, como el transporte, la educación y la atención médica. Ante la falta de infraestructuras desarrolladas, las personas están aprovechando los movimientos sociales emergentes para exigir a los gobiernos que garanticen sus derechos humanos básicos. Con más de la mitad de la fuerza laboral empleada en la economía informal, un porcentaje aun mayor para las mujeres, los grupos en riesgo soportan las cargas más pesadas. ¿Cómo influirán estos factores en la decisión de emigrar? En medio de niveles récord de desempleo, ¿qué papel juegan las empresas al balancear sus operaciones con la salud de sus empleados y clientes? Y en el contexto de una pandemia mundial, ¿qué medidas se pueden tomar para que las economías sean más inclusivas, aumentar los servicios públicos para las personas en situación de pobreza y reducir las desigualdades sociales y económicas en la sociedad?

  • Decisión a emigrar: ¿Las dificultades económicas aumentarán las probabilidades de migrar?
  • Aumentar el acceso al mercado para todos: el papel de las empresas.

¿Tentación de autoritarismo?
La pandemia ha dado como resultado grandes distanciamientos e interrupciones para todas y todos los centroamericanos. Las actividades normales como ir de compras, visitar a la familia y asistir a actividades religiosas y deportivas permanecen severamente restringidas. No es sorprendente que, en medio del caos, abunden el miedo y la incertidumbre. El deseo natural de orden y consistencia ha llevado a algunos a buscar soluciones autoritarias y una mayor concentración de poder. Pero la aplicación de mano dura, a menudo a través del control policial brutal y selectivo, ha violado los derechos humanos esenciales. Lograr el equilibrio correcto entre una política de salud pública que demanda limitaciones a la movilidad y la criminalización de derechos adquiridos plantea un enorme desafío. ¿Qué papel pueden jugar la sociedad civil, el periodismo independiente y el poder legislativo y el judicial en la protección contra las violaciones de las garantías del debido proceso y el fortalecimiento de los controles sobre el poder democrático?

  • Bajo agresión: ¿Están en riesgo los derechos humanos, la libertad de reunión y movilidad y el Estado de derecho?
  • El caso de Nicaragua: una inmersión profunda.
  • Restringir el acceso a la información y la falta de transparencia: aumento de la corrupción.
  • El papel del periodismo independiente, la sociedad civil y el sector privado en la exigencia de rendición de cuentas.

Intersección de desigualdades
Las desigualdades por género, raza y juventud están profundamente arraigadas en las economías y culturas de Centroamérica. Según el Índice de Progreso Social, las oportunidades para las mujeres en el Triángulo Norte se ubican en la mitad inferior de la balanza, mientras que las tasas de violencia de género van en aumento. La discriminación racial y étnica contra grupos excluidos sigue incrustada en las estructuras de la sociedad, pero pocas veces es denunciada por quienes ocupan posiciones de poder. El acceso a la educación y el empleo está fuera del alcance de una nueva generación de jóvenes líderes y favorecido por la criminalización y marginación por organizarse y exigir progreso social. Y la información confiable para comprender y analizar el alcance de la desigualdad rara vez está disponible. La pandemia simplemente ha dejado al descubierto estos problemas de desigualdad que se entrecruzan y ha evidenciad cómo impactan cada aspecto de la vida en Centroamérica.

Premios a la Reinvención y a la Resistencia

Del 1 al 3 de septiembre reconoceremos y apoyaremos el increíble trabajo de dos destacadas organizaciones de la sociedad civil en Centroamérica. Cada organización premiada recibirá una subvención de US$10,000 la cual servirá para apoyar su misión y el trabajo que realiza en un turbulento año caracterizado por la pandemia mundial y desafíos políticos, económicos y sociales sin precedentes. El Premio a la Resistencia y el Premio a la Reinvención rinden tributo al décimo aniversario del CADF y a la perseverante reinvención y resistencia de la sociedad civil en Centroamérica. SIF recibirá las postulaciones al premio del 28 de julio al 16 de agosto y elegirá a finalistas.
